<P>PROBLEM TO BE SOLVED: To prevent unjust acquisition of Eco-points and calculate exact Eco-points. Ž<P>SOLUTION: A wheel rotational frequency detection part 100 detects the rotation of a wheel of a bicycle and outputs a corresponding rotation signal. A travel distance/speed calculation part 102 calculates the travel distance of the bicycle in a predetermined time period based on the rotation signal and the circumferential length data of the wheel set in RAM. A GPS receiving part 101 receives GPS positional information. A current position calculation part 103 calculates the current position from the GPS positional information. A GPS distance/speed operation part 104 calculates the travel distance in the predetermined time period based on the GPS positional information. When the difference between the travel distance calculated by the travel distance/speed calculation part 102 and the travel distance calculated by the GPS distance/speed operation part 104 is within a predetermined range, an Eco-point calculation part 107 determines the Eco-point corresponding to the travel distance calculated by the travel distance/speed calculation part 102 and calculates the cumulative Eco-point.
