<P>PROBLEM TO BE SOLVED: To provide a hydrogen liquefier and a hydrogen using system drastically reducing power necessary for liquefying hydrogen gas to efficiently produce liquid hydrogen. Ž<P>SOLUTION: The hydrogen liquefier 10 includes a heat insulating container 15, a hydrogen flowing system 11 communicated with inside and outside of the heat insulating container 15, and a helium flowing system 16 communicated with inside and outside of the heat insulating container 15. The hydrogen flowing system 11 includes: a cooling part 75 for cooling fluid in heat insulating container interior hydrogen flowing piping 33 arranged within the heat insulating container 15; and a liquid hydrogen storage part 12 provided in the heat insulating container 15 and communicated with the cooling part 75. The helium flowing system 16 includes a low-temperature helium gas storage part 17 provided within the heat insulating container 15, and further includes a heat exchange part 36 for performing heat exchange between the heat insulating container interior hydrogen flowing piping 33 of the hydrogen flowing system 11 and heat insulating container interior helium flowing piping 53 of the helium flowing system 16.
