PROBLEM TO BE SOLVED: To directly download essential content by avoiding unnecessary access to a Web page shown by an unknown passage type URL or the like. SOLUTION: This URL converter 1 acquires a URL from which a Web crawler 8 collects content information and a URL referred to from the collected content information, and extracts a conversion rule from the passage type URL or the like into the URL of the Web page having the essential content. When the URL showing a next access destination collected from the Web crawler 8 corresponds to the conversion rule, the URL converter 1 converts the URL based on the conversion rule, and returns the URL after the conversion to the Web crawler 8.
