摘要 <p>The compression efficiency can be improved by reducing a code amount of the prediction difference even when an image having a complicated texture moves in a complicated way in a process of dynamic image encoding using the inter-screen prediction and the in-screen prediction. Provided is a dynamic image encoding device including: an inter-screen prediction unit which calculates a prediction difference by executing an inter-screen prediction; a frequency conversion unit and a quantization unit which execute encoding of the prediction difference; and a variable-length encoding unit for executing encoding based on the occurrence probability of a symbol.  The inter-screen prediction unit smoothes an image in the encoded region and predicts a motion vector in a target region according to the motion vector in the encoded region which is spatially adjacent to the target region and has been smoothed, thereby encoding the prediction difference.</p>
