<P>PROBLEM TO BE SOLVED: To solve the problem of the degrading of the effect due to the scatter of fine fibers by exhaust gas at a high temperature and a high pressure when glass wool is used to a silencer of an internal combustion engine for the purpose of sound arresting or sound absorption.
