<P>PROBLEM TO BE SOLVED: To provide water in a gel state having potential for various utilization embodiments and usability, and an apparatus and a method of producing the water in a gel state. Ž<P>SOLUTION: Water stored in a water storage part 10 and a powder of a silicate salt as a gel material stored in a gel material storage part 20 are introduced in a prescribed ratio into a mixing part 30. After the mixed water in the mixing part 30 is completely hydrated by stirring in a stirring part 50 at normal temperature, the hydrated mixed water is heated to about 60[°C] in a heating control part 40. In that state, the mixed water is converted into a colloidal solution by stirring in the stirring part 50 and sonic wave or ultrasonic wave vibration is applied to the colloidal solution in a vibrating part 60 and thereafter is left still at normal temperature. In this process, water in a gel state is produced and the water in the gel state has a characteristic that the water keeps or recovers the gel state in a state that the water is left still and has a lowered viscosity (higher fluidity) by receiving slight impact.
