<P>PROBLEM TO BE SOLVED: To provide a paper pipe winding core capable of improving the flatness of the surface of a paper pipe, and suppressing electrostatic charge by static electricity. Ž<P>SOLUTION: This paper pipe winding core 1 includes a paper pipe body formed into spiral and multiple lamination of a paper belt, and a covered layer 3 with a thickness capable of absorbing a recess/protrusion 77 formed on the outside circumferential surface 2a of the paper pipe body 1, which is formed of a non-solvent-based synthetic resin coating arranged on the whole surface of the outside circumferential surface 2a.
