<P>PROBLEM TO BE SOLVED: To provide: a terminal device which can reduce waste in the memory capacitance and power consumption when a voice is recorded; a determining device; a voice recording system; and a voice recording method. Ž<P>SOLUTION: When the same voice is overlappingly recorded between a terminal device 10A and a terminal device 10B, a determining device 20 sets only one terminal device to a recording terminal based on a recording situation of each terminal device, for example, various situations as to: which terminal device can record a voice more clearly; which terminal device has more residue in an electric battery; and the like. Accordingly, only the recording terminal, which is the most suitable for recording, records sharing voice data, so that voice data which each terminal device can share is obtained, whereas the terminal device other than the recording terminal stops recording, thereby preventing from consuming the memory capacitance and electric power.
