<P>PROBLEM TO BE SOLVED: To provide a technology suppressing the degradation of combustion or the deterioration of a catalyst caused by air in an intake passage flowing back to an EGR passage and flowing into an exhaust passage, in a transient state when an EGR valve is closed during the execution of EGR and an acceleration request opening a throttle valve is issued, in an internal combustion engine having an EGR device. Ž<P>SOLUTION: An EGR control device for internal combustion engine includes: an EGR passage; an EGR valve disposed to the EGR passage; a throttle valve; and a control means. The control means performs a valve control in transient time, in which the control means starts the close control of the EGR valve according to a control request, and opens the throttle valve up to predetermined opening on a side closed more than request opening of the throttle valve in the control request from when the control request is issued to the completion of the closure of the EGR valve, and opens the throttle valve up to the request opening after the closure of the EGR valve is completed.
