<P>PROBLEM TO BE SOLVED: To prevent scattering of active particles 63, regarding a technology for removing metal ions contained in fuel by the active particles 63. Ž<P>SOLUTION: On a surface of a filter medium 65 of a fuel filter, a thermal bond layer 66 made of a thermal bond non-woven fabrics is formed, and active particles 63 are deposited at a portion forming a surface of upstream side relative to flow direction of fuel, out of the thermal bond layer 66. Thereby, even when the active particles 63 tend to scatter along with the flow of the fuel, the scattering is prevented by presence of the filter medium 65. Further, on the surface of the filter medium 65, since a thermal bond layer 66 is formed for inhibiting fibers of the filter medium 65 from losing their shape and outflowing, a structure for inhibiting the scattering of the active particles 63 can be provided in a simple way.
