PROBLEM TO BE SOLVED: To appropriately distribute an electronic coupon for attracting a lot of customers. SOLUTION: In the radio base station 1, a service time measuring part 204 in a control part 102 measures the time that a radio terminal 2 is located in a cell 3; an information transmission part 206 transmits an electronic coupon stored in a storage part to the radio terminal when the service time is not smaller than a predetermined threshold value.
