<P>PROBLEM TO BE SOLVED: To perrorm criticality safety management without causing a substantial rise in cost when uranium whose enrichment is higher than 5 wt.% is used as nuclear fuel. Ž<P>SOLUTION: In fuel rods 13, 14, 15, 16, 17, 18 and 19 constituting a fuel aggregate, Gd composite oxides are added to low gadolinia fuel rods 16, 17 and 18 containing oxides of uranium whose enrichment is higher than 5 wt.%. The Gd composite oxide is expressed by a chemical formula for gadolinium and a rare earth element A except for gadolinium: A<SB>1-X</SB>Gd<SB>X</SB>O<SB>2-0.5X</SB>or the chemical formula: A<SB>1-X</SB>Gd<SB>X</SB>O<SB>1.5</SB>.
