PROBLEM TO BE SOLVED: To suppress deterioration of an image carrier in an image forming apparatus and a cleaning device, wherein the residual developer remaining on the image carrier is removed by using a brush to which an AC voltage is applied. SOLUTION: The image forming apparatus includes: a developing means including a developer carrier which is rotated and driven with respect to the image carrier, to transfer a developer and develop an electrostatic latent image formed on the image carrier; a transfer means transferring a developer image developed on the image carrier by the developing means to a transfer body; a brush member which comes into contact with the image carrier, after the developer image is transferred to the transfer body by the transfer means; an application means applying the AC voltage to the brush member; a supply means supplying a covering agent covering the surface of the image carrier through the brush member; and a control means controlling the application means so that the peak voltage of the AC voltage applied to the brush member when the electrostatic latent image by a predetermined number of pixels or more is not formed by an exposure means is made lower than that when the electrostatic latent image by the predetermined number of pixels or more is formed.
