PROBLEM TO BE SOLVED: To provide a Yb-doped optical fiber effectively suppressed in photo-darkening without restricting a refractive-index profile of a core, and to provide a fiber laser using the fiber. SOLUTION: This method of manufacturing the Yb-doped optical fiber suppressed in photo-darkening includes: a first process of preparing a Yb-doped optical fiber having a core and a clad surrounding it with at least Yb and Al doped in the core, and irradiating the Yb-doped optical fiber with any of a gamma ray, X-ray or electron beam; and a second process of subjecting the Yb-doped optical fiber to a hydrogen addition treatment in an atmosphere containing hydrogen to provide a Yb-doped optical fiber suppressed in photo-darkening.
