PROBLEM TO BE SOLVED: To provide a seat back operation controller used for a collapsible vehicle seat which controls the operation with respect to a seat bottom of a vehicle seat back. SOLUTION: The seat back operation controller locks the pivotal vehicle seat back so as to be fixed at a position selected by a user, and unlocks the lock so as to be pivoted to a forward-leaning dump position taking a forward-leaning attitude or a backward-leaning reclining position taking a backward-leaning attitude. During the time the seat back is held in the unlock state, the seat back is smoothly pivoted backward to a stored position without being locked at a plurality of effective reclining positions against desire at an early stage.
