<p><P>PROBLEM TO BE SOLVED: To improve encoding efficiency and image quality of an image signal. <P>SOLUTION: On the basis of an inter-frame differential average value obtained by averaging an inter-frame differential for each block or for each pixel between images of the same image type, a scene change detecting means 21 detects occurrence of a scene change. In the case where the occurrence of the scene change is detected, an image insertion control means 22 inserts an I image into a stream. Furthermore, the scene change detecting means 21 determines a differential between a block average value obtained by blocking an image and averaging pixel data for each block and the inter-frame differential average value and in the case where blocks each having the differential greater than a fixed value are existent more than a fixed number, the scene change detecting means regards such a case as the occurrence of a scene change. <P>COPYRIGHT: (C)2010,JPO&INPIT</p> |
