<P>PROBLEM TO BE SOLVED: To provide a water-based matting surface-treatment agent composition to be applied to a vinyl chloride resin sheet, leather, tarpaulin, etc., to form a matte film having excellent antiblocking property, stainproofness and cohesiveness. Ž<P>SOLUTION: The water-based matting surface-treatment agent composition is produced by compounding (A) an aqueous emulsion of a methacrylate resin having a methyl methacrylate content of ≥70 pts.wt. as a base resin with (B) 5-100 pts.wt. of internally crosslinked organic fine particles having an average particle diameter of 1-8 μm as a matting agent and (C) 15-150 pts.wt. of an organic solvent as a film-forming assistant based on 100 pts.wt. of nonvolatile components of the component (A).
