PROBLEM TO BE SOLVED: To prevent the occurrence of a situation wherein communication performance does not match between a communication terminal on a transmission side and a communication terminal on a reception side after transmission and communication is disabled. SOLUTION: A terminal capability management server 1 has a communication part 11 which registers communication capability of each communication terminal to a server storage unit 12 and provides a communication terminal 2 to be a requester with the requested communication capability of the communication terminal 2. Each communication terminal 2 has: a communication part 21 for requesting the terminal capability management server 1 to register communication capability of its own communication terminal stored in a terminal storage unit 22 and acquires communication capabilities of other communication terminals from the terminal capability management server 1; a capability decision part 23 for comparing the communication capabilities of other communication terminals with the communication capability of its own communication terminal to determine the communication capability to use for communicating with other communication terminals; and a call control unit 24 for designating the determined communication capability and transmitting to other communication terminals.
