PROBLEM TO BE SOLVED: To continue exchange of disaster prevention information, even if a wired high-speed communication line (NW) is disconnected, by enabling a user to change information to be exchanged into a form suitable for a communication velocity, without the need for performing special operations, in response to the state of the NW in a disaster prevention information system. SOLUTION: When a high-speed NW is available, detailed information is transmitted at a high speed, by making transmission between an information server and an information terminal. When the high-speed NW is not available, by switching to a simplified substitutive screen to be browsed or entered by the information terminal, only the information data in the substitutive screen are transmitted by a low-speed NW during communication with the information server.
