<P>PROBLEM TO BE SOLVED: To provide a device for correctly setting the train length even when a trail vehicle of the train is a simple vehicle such as a freight vehicle and a passenger vehicle, and even when the train length is often changed due to incorporation and division of the train. Ž<P>SOLUTION: Vehicle information output devices 1001-1003 are mounted on each of a leading vehicle LV, a middle vehicle MV and a trail vehicle TV as onboard devices. A train formation information reception device 1004 is mounted on the leading vehicle LV as the onboard device, and an onboard processing device 1005 is connected to the train formation information reception device 1004. A ground device has a vehicle information reading device 1006, an axle detection device 1007, a train passage detection device 1008, a ground processing device 1009 for preparing train formation information, and a train formation information transmission device 1010 connected to the ground processing device 1009 to transmit train formation information to the train.
