The device has a charge controller (55) signaling loading capacity of a capacitor battery. A switch capacitor battery or accumulator (59) comparatively signals voltage of the battery and the accumulator. A programmable low-power microcontroller (61) converts sensor signals into analog/digital signals with a display (63) and processes the signals according to a predetermined algorithm. A voltage stabilizer (60) regulates a generated voltage level. A wireless communication unit (62) forms an interface outside the device, and breaks and locks a mechanical electromagnetic actuator (64).
