The device has a spiral storage body (2) synchronized with a spiral body, and a landing body (8) whose end is fixed on an edge of the spiral storage body. A conveyor (6) is arranged around a tip part that is located on a side of the end of the landing body. The spiral storage body is moved in an upward direction to height over distance corresponding to a predetermined stroke. The spiral storage body and a supply body are arranged in parallel with each other. The spiral storage body is provided with a sensing element that senses a rotational speed value of the spiral storage body.
