PURPOSE: A method for differentiating charging by a time zone in a mobile communication system is provided to increase a will of a user for using a packet service. CONSTITUTION: A gateway GPRS support node(150) charges a packet service provided from a mobile communication terminal(110) according to charging processing information. If a session setup request inform signal is received from the gateway GPRS support node at a preset busy time, a charging policy processing device(160-1) changes the first charging rate information preset by the mobile communication terminal into the second charging rate information. The charging policy processing device transmits the charging processing information determined by reflecting the second charging rate information to the gateway GPRS support node.
