<P>PROBLEM TO BE SOLVED: To provide a phase difference control board for achieving a predetermined interval with a counter substrate and the like while constructing a phase difference control layer by using rod-shaped polymerizable liquid crystal. <P>SOLUTION: In the phase difference control board, a phase difference control layer formed of a liquid crystalline polymer is layered on a substrate, and on the phase difference control layer, column bodies composed of a cured product of an ionizing radiation curable resin composition are arranged to be layered.
