PROBLEM TO BE SOLVED: To determine an abnormal state by monitoring a person walking up and down stairs with a simple structure and processing. SOLUTION: Sensors S0-S9 are disposed corresponding to the position of each step of a staircase 1, and in a moving state determination device JS, sensor value sequential data obtained in a fixed sampling period based on detection signals of the sensors S0-S9 are successively stored in a sensor data storage area 141 according to a sensor data acquisition control program. An evaluation function f is calculated, according to an abnormal state determination program, based on a hamming distance between current sensor value sequential data and the previous sensor value sequential data and length of time when the sensor value is unchanged, and the evaluation function f is compared with a threshold, thereby determining whether the person is in a "normal state", has fallen down the stairs, or has fallen to the ground.
