<P>PROBLEM TO BE SOLVED: To obtain a method of manufacturing a soluble plug capable of reducing a void present in low-melting metal and further improving creep resistance when the low-melting metal including antimony is used. Ž<P>SOLUTION: The method of manufacturing the soluble plug includes: a precess of covering an inner wall of a through-hole of a blank material having the through-hole with the low-melting metal including antimony; a process of filling low-melting metal in a melting state in the through-hole of which the inner wall is covered with the low-melting metal; and a process of cooling and solidifying the low-melting metal filled in the through-hole.
