PROBLEM TO BE SOLVED: To provide a method of manufacturing an electromagnetic shielding light-transmissive window material having a high-precision mesh pattern. SOLUTION: The method of manufacturing the electromagnetic shielding light-transmissive window material includes the steps of: forming an anchor coat layer 102 by coating a transparent base 101 with a composition containing a synthetic resin having a glass transition temperature of≤10°C and a number average molecular weight Mn of 10,000 to 30,000; forming a mesh-shaped preprocessing layer 103 by printing an electroless plating preprocessing agent containing a mixture or reaction product of a silane coupling agent and an azole-based compound, and a noble metal compound on the anchor coat layer 102 in a mesh shape; and forming a mesh-shaped conductive layer 104 on the preprocessing layer 103 through electroless plating processing.
