<P>PROBLEM TO BE SOLVED: To identify a position where each reference pattern is embedded, in watermarked image data. Ž<P>SOLUTION: A reference pattern generating apparatus 1 includes an arrangement determination section 11 and a pattern generation section 12. In the case where image data to embed a watermark therein are defined as a watermark data embedding area, the arrangement determination section determines a position to arrange a reference pattern in the embedding area and gives an identification number corresponding to the arrangement position to the reference pattern. The pattern generation section generates reference pattern data by disposing a data pattern, in which the identification number is converted, around the reference pattern. The reference pattern data are embedded in the image data together with the watermark data and when reading the watermark data, each reference pattern can be identified by the identification number.
