PROBLEM TO BE SOLVED: To provide a rubber composition for a chafer or a clinch, having not only excellent low heat build-up but also a high strength, and to provide a pneumatic tire having the chafer and/or the clinch produced by using the rubber composition. SOLUTION: The rubber composition for the chafer or the clinch contains 10-150 pts.mass of silica based on 100 pts.mass of the rubber component which contains a butadiene rubber modified with a compound represented by formula (1) (wherein, R<SP>1</SP>, R<SP>2</SP>and R<SP>3</SP>are the same or different, and each alkyl, alkoxy, silyloxy, acetal, carboxy, mercapto or a derivative thereof; R<SP>4</SP>and R<SP>5</SP>are the same or different, and each hydrogen or alkyl; and n is an integer).
