PROBLEM TO BE SOLVED: To provide a charging device, a charging control program, and a charging method which allow a battery to be charged quickly, up to the required battery residual capacity. SOLUTION: A charge voltage value that is the battery voltage at the present point is measured (step SA1) and is stored (step SA2). Order of charging is determined (step SA3), in such a way that a battery with a lower charge voltage value is given a higher charge priority. Hence a battery with the lowest charge voltage is determined as being a first one in the charging order, and a battery with the second lowest charge voltage is determined as being a second in charge order. Full-scale charging is started with the first battery in charge order first (step SA4). Whether the charge voltage value V1 of the first battery in charge order becomes equal to "charge voltage value of the second battery in charge order+α" is decided; namely, whether V1=V2+α is satisfied, where V2 denotes the charge voltage value of the second battery in the charging order, is decided (step SA5). A full-scale charging (step SA4) is continued, until a decision of "YES" is made at step SA5 and is stopped, when a decision for YES is made.
