<P>PROBLEM TO BE SOLVED: To provide a fixing apparatus preventing a fixing temperature from varying, shortening a warming-up time after securing safety, and preventing the increase of power consumption in the belt fixing type fixing apparatus. Ž<P>SOLUTION: A heating means 20 heating a fixing belt 25 includes a heating member 21 comprising: a planar heating element 211 including a resistance heating element 212 and an insulator 213; a curved base material 210 contacting the fixing belt 25 on the outer peripheral surface; and an inside fixing member 218 holding and fixing the planar heating element 211 into a predetermined position to the inside surface of the base material 210. At this time, the inside fixing member 218 holds and fixes the planar heating element 211 substantially in line contact or point contact with one surface in the thickness direction of the planar heating element 211 so that the other surface in the thickness direction of the planar heating element 211 comes in face contact with the inside surface of the base material 210.
