PROBLEM TO BE SOLVED: To provide a method of inexpensively manufacturing a frequency selective type electromagnetic wave shielding material by a patch antenna element which has the transparency (not viewed) which is visually comfortable, and to provide an electromagnetic wave absorber using the same. SOLUTION: The method of manufacturing the frequency selective type electromagnetic wave shielding material 1 with transparency includes a process in which a mesh pattern consisting of a conductive thin film whose linewidth is 10-80 μm is two-dimensionally arranged as a figure pattern of the patch antenna element 3 and is formed so as to shield an electromagnetic wave of a predetermined frequency on at least one surface of a long transparent base material 2 whose length is 1-10,000 m.
