PROBLEM TO BE SOLVED: To provide a hydrophilic polymer compound that exhibits enhanced moisture-retaining performances compared with conventional acrylic polymer compounds and, when incorporated into a skin care preparation for external use or a cosmetic, imparts moisture-retaining properties and viscosity to the skin care preparation for external use or the cosmetic, and exhibits an excellent feeling of use. SOLUTION: The hydrophilic polymer compound has a property of being soluble in water or an aqueous alcohol solution or swelling in water or an aqueous alcohol solution and is obtained by copolymerizing a polymerizable monomer, obtained by introducing a polymerizable group into pyroglutamic acid having very high moisture-retaining performances, with another polymerizable monomer.
