PROBLEM TO BE SOLVED: To solve a problem that cooperation between an ARQ scheme and an FEC scheme is not properly considered although there is a method to install both the schemes. SOLUTION: A packet automatic retransmission unit for controlling the retransmission of a packet that has not been received, a forward error correction encoding unit for adding redundant data to main data, and a redundancy determination unit for dynamically determining the redundancy of the redundant data added to the main data so that a loss rate after error correction at a reception terminal side that is achieved only by the retransmission of the packet that has not been received satisfies an allowable loss rate after error correction based on observed network state information are included in a packet transmission device which transmits a packet with limitation in arrival-time via a best effort type network.
