PROBLEM TO BE SOLVED: To provide a resin composition for use in an intermediate layer of a composite laminate that has advanced flame retardancy without addition of a halogen-containing compound and is excellent in cost performance, and to provide the composite laminate. SOLUTION: This resin composition is used for the intermediate layer of the composite laminate. The resin composition for the composite laminate includes a bisphenol epoxy resin, a triazine-modified phenol novolac resin, a phosphorous flame retardant, and an inorganic filler. In the resin composition, a ratio of the number of epoxy groups of the bisphenol epoxy resin to the number of OH groups of the triazine-modified phenol novolac resin (epoxy group/OH group) is 1.2 to 2.0.
