<P>PROBLEM TO BE SOLVED: To provide a fusion cutting apparatus of steel billet that has a torch for blowing oxygen to the surface of the steel billet and that is capable of quickly evaluating nozzle clogging of a shielding-fuel-gas nozzle particularly of a lower surface fusion cutting unit, and also to provide a method of detecting the nozzle clogging. Ž<P>SOLUTION: The lower surface fusion cutting unit 31 is provided with a shielding fuel gas cylinder 4dL for feeding a fuel gas to a shielding fuel gas nozzle 7d and, in addition to a fuel gas supply system 11 for feeding the fuel gas to the shielding fuel gas cylinder 4dL, is provided with a water supply system 12 for feeding water. With water supplied to the shielding fuel gas cylinder 4dL and jetted from the shielding fuel gas nozzle 7d, nozzle clogging is detected from the water jetting state of the nozzle.
