<P>PROBLEM TO BE SOLVED: To provide a static program analysis system for contributing to prevent errors in an actually running program by cooperating an importance of a rule with occurrence of an error. Ž<P>SOLUTION: In the development of a source program in which the source program is edited in each stage of a plurality of progressive phases, numbers of indications solved by corrections in each phase are weighted to change the importance of coding rules by weighting depending on the phase such that rules improved by program corrections in later phases are more important. This enables program developers to prioritize program corrections in descending order of possibility of avoiding errors, and helps reduce the risk of errors in the program.
