PROBLEM TO BE SOLVED: To provide an image forming apparatus, capable of preventing deterioration of image quality and shortening of service lifetime of a charging roller by effectively cleaning a surface of the charging roller, using a simple constitution. SOLUTION: The image forming apparatus 1 includes a photoreceptor drum 2, the charging roller 3 rotating to follow the photoreceptor drum 2, and a cleaning member 21 rotating while coming into contact with surfaces of the photoreceptor drum 2 and the charging roller 3 on an upstream side of the charging roller 3 in the rotating direction of the photoreceptor drum 2. The cleaning member 21 includes a rotating shaft 21a and a brush part 21b, that rotates in a direction of the driving of the charging roller 3, and the ratio of linear velocity of the cleaning member 21 to the charging roller 3 is smaller than 1.
