PROBLEM TO BE SOLVED: To provide a photocatalytic membrane formed on a base material by one-coating process, having excellent hydrophilicity, rarely demonstrating decomposition activity, thereby suppressing degradation of an organic base material and having high transparency. SOLUTION: A coating agent, which includes a composite obtained by hydrolytic condensation of titanium alkoxide and an organic polymeric compound, is applied onto an organic base material only once to provide an amorphus titanium oxide film, wherein a content of a hydrolytic condensate of titanium alkoxide continuously varies from the surface toward the depth. A highly transparent photocatalytic membrane is obtained by heat treatment of the surface of the amorphus titanium oxide film in the presence of moisture at the temperature ≤100°C. The highly transparent photocatalytic film includes, in addition to a photocatalytic particle, a smaller metal oxide particle having a particular particle size range and a larger metal oxide particle having a particular particle size range at a predetermined ratio, and has a hubbly surface.
