<p>PURPOSE: An image splitting device and a method thereof are provided to minimize a ragging phenomenon generated in the boundary of the partitioned image when partitioning an image. CONSTITUTION: A seed selector(310) designates at least one target seed area and one background seed area. A seed level value setup unit(320) maps seed level values by each pixel. A seed area setup unit(340) detects a pixel with a very similar RGB value in the selected adjacent pixel. If the seed area setup is completed, a final image output unit(350) outputs corresponding images to the target seed area.</p>
