<P>PROBLEM TO BE SOLVED: To identify even difference in an edge pattern caused by difference in positional relation between edges to improve identification accuracy of a person image, for example. <P>SOLUTION: A feature value calculation part 105 calculates the number (a three-dimensional histogram) of edge pixels prescribed by a direction of the edge of a prescribed pixel, an edge direction of the edge pixel present in a nearby area of the prescribed pixel, and spatial position relation with the edge pixel present in the nearby area of the prescribed pixel as a feature value S5. Thereby, the feature value S5 representing even the positional relation between the edges can be obtained.
