<P>PROBLEM TO BE SOLVED: To provide an underwater hollow cylinder floating-up device by floatation force, using generation of natural energy as motive force, wherein the hollow cylinder floats up by introducing water into a vessel, by putting the hollow cylinder in a bottom of a cylindrical vessel which generates natural energy by natural principle in the water in the vessel and by introducing water in the cylindrical vessel. Ž<P>SOLUTION: A water discharge valve is provided at the bottom of the vessel 1, for repeatedly generating natural energy. Discharge of water 8 in the vessel returns the hollow cylinder 5 to the vessel bottom. By providing an anchor preventing floating up of the hollow cylinder on the bottom of the vessel and introducing water into the vessel, floating-up force appears, and by releasing the anchor, floating-up natural force can be repeatedly generated.
