<P>PROBLEM TO BE SOLVED: To prevent the display failure due to static electricity in an in-plane switching liquid crystal display, and to solve the problems such as increase of manufacturing processes, increase in total thickness, reduction in reliability, and increase in material cost of the liquid crystal display in the conventional countermeasures. Ž<P>SOLUTION: A transparent conductive film where a transparent conductive layer 8 is formed on a transparent film 7 and its resistance value is 1×10<SP>5</SP>to 1×10<SP>12</SP>(Ω/sq.) is stuck to the outer surface of the transparent substrate 1 through a transparent adhesive material 9, and the transparent conductive layer 8 is electrically and conductively connected to a ground of a circuit board 5.
