<P>PROBLEM TO BE SOLVED: To provide a rubber composition for a base tread, the composition having superior fuel efficiency and excellent reinforcing property of a rubber (durability of tires) and to provide a tire for trucks and buses using the above composition as a base tread. Ž<P>SOLUTION: The rubber composition for a base tread contains a rubber component and a silicate compound expressed by formula (1) and/or its hydrolyzate; and the tire for trucks and buses has a base tread formed by using the above rubber composition. In formula (1), R represents an alkyl group, an aryl group or the like; R' represents an alkyl group, an aryl group or the like; and n represents a number of 1 to 100.
