PROBLEM TO BE SOLVED: To make it possible to correctly and surely regulate the temperature of molten steel, especially when the heating and the molten steel is heated or cooled in a ladle refining, which performs a refining while regulating the temperature of the molten steel and stirring the molten steel. SOLUTION: The temperature distribution is obtained when the heating and/or the cooling is performed during the refining, a time-varying curve Tm(t) of the representative temperature of the molten steel is obtained, the deviation value ΔT1 between the measured value and the time-varying curve Tm(t) is obtained, and the temperature of the molten steel is regulated by obtaining the value to be temperature-regulated based on the deviation value ΔT1.
