<P>PROBLEM TO BE SOLVED: To reduce a rush current into a capacitor, to prevent a power start-up time from becoming long more than necessary, and to optimize a time spent for system starting. <P>SOLUTION: A power supply start-up time control unit includes: one or more boards (cards 10) mounted with electronic components; a power supply means 30 for supplying power supply voltage to the boards; and a management means (an upper device 20) for setting the start-up time of the power supply voltage based on total capacitance of the capacitors 11 mounted on the respective boards, and sending the set start-up time to the power supply means 30.
