<P>PROBLEM TO BE SOLVED: To cope with a case when transfer information is registered in a personnel database preceding a transfer date by reflecting change of organization and obtaining tabulation information, while restricting the access to the personnel database, etc. <P>SOLUTION: A user's transfer history preparing section 102 decides whether a user's affiliated division is changed in the scope of a newly collected job log, with reference to a personnel database 107; and generates and stores user's transfer history, including user identification information, addition date, division information, after transfer in a user's transfer history storage section 105 for the user with any change. A job log tabulating section 103 classifies job logs of a job log storage section 104 into user's affiliated divisions, with reference to the user's transfer history of a user's transfer history storing section 105, and the job log is totaled by the affiliated divisions.
