PROBLEM TO BE SOLVED: To improve frequency utilization efficiency in allocating resource blocks to a terminal station using any one of a plurality of resource block allocating methods each having different restrictions in radio frames of downlink of OFDMA system. SOLUTION: A radio frame control device includes: an RB allocating section 10 for allocating RBs to a terminal station by using any one of a plurality of allocation types each having different restrictions; and an RB allocation information conversion propriety checking section 20 for determining whether or not the allocation information of RBs allocated in accordance with an allocation type x can be converted into the allocation information of RBs by an allocation type y from the allocation information of RBs allocated in accordance with the allocation type x and converting the allocation type for allocation information of RB if it can be converted.
