PROBLEM TO BE SOLVED: To provide an image processing apparatus, an image processing program, and an image processing method by which a foam region can be detected at a good precision regardless of the shape of the foam. SOLUTION: This image processing apparatus 10 includes: a region dividing section 151 which divides an intracorporeal endoluminal image showing the inside of an intracorporeal lumen into a plurality of regions; a high-frequency feature value calculating section 152 which calculates a luminance high-frequency feature value for each of the plurality of regions divided by the region dividing section 151; and a foam region detecting section 155 which detects the foam region for each of the regions according to the luminance high-frequency feature value for each region.
