<P>PROBLEM TO BE SOLVED: To provide a rotational energy converting device for converting a couple of force generated by precession of a gyroscope into rotational energy. Ž<P>SOLUTION: This rotational energy converting device is attached with a weight device having a rotating weight on a rotating or intermittently rotating horizontal shaft connected to a rotating input shaft as indicated in Fig.1 and a driving mechanism having a device such as a vibrating device for allowing the rotating weight to perform angular acceleration motion, and thereby generates the couple of force by the precession of the gyroscope in the rotating weight, and smoothly rotates the input shaft by feeding back the generated couple of force to rotation of the input shaft by being converted into the rotational energy of the rotating or intermittently rotating horizontal shaft, and smoothly operates the driving mechanism by synchronizing operation of the driving mechanism with the rotation of the input shaft.
